Texas wages a war on drugs at the border. That might be the wrong place.

The once prevalent zero-tolerance, throw-them-in-prison approach is softening as a growing number of Republicans and Democrats call for treating addiction as a disease rather than a as crime.

This sentiment was reinforced in November, when U.S. Surgeon General Vivek Murthy released his first report on addiction in the United States, calling substance use disorders “one of the most pressing public health crises of our time.”
